According to the Department of Justice, Office of Inspector General the short answer is, “YES!” In the DOJ OIG Report you will see how the IG found the routine use (misuse) of NSL’s and in its companion report you’ll learn how the FBI used Section 215 for Business Records.
I don’t know which is more troubling, the fact that the FBI does this or that it takes the IG to find out. Civil Liberties are a mirage.
