The Central Intelligence Agency is supposedly a “civilian” intelligence agency. Why then is the director General Michael V. Hayden, USAF?

 

The Central Intelligence Agency (CIA) was created in 1947 with the signing of the National Security Act by President Harry S. Truman. The act also created a Director of Central Intelligence (DCI) to serve as head of the United States intelligence community; act as the principal adviser to the President for intelligence matters related to the national security; and serve as head of the Central Intelligence Agency. The Intelligence Reform and Terrorism Prevention Act of 2004 amended the National Security Act to provide for a Director of National Intelligence who would assume some of the roles formerly fulfilled by the DCI, with a separate Director of the Central Intelligence Agency.

 

The CIA has prepared some security guidelines for non-governmental lawyers representing employees of the CIA. Why is this important? Well CIA employees sign a non-disclosure form so they can’t really share stuff with their attorneys. You may read the poor copy of the guidelines.

 

Like the article said, these came to light in the lawsuit Franz Boening v. Central Intelligence Agency. The complaint alleges that “the CIA maintained a special relationship with a foreign individual who committed unlawful human rights violations and criminal acts with the knowledge of the CIA.” Now the CIA refuses to share information with his lawyer, despite having the security clearance.
